Can ride a moped can't he?

No, not legally in UK

Why not?
I have come across a 16yr old girl from the states that was riding a rented moped whilst on holiday here last year?
I thought the American license was valid over here, and in some states they can drive a car at 16???
In this country if you hold a full car license you can still legally ride a moped without L plates can't you?
Or am I out of date on the rules, and regs?

Yes but must have passed a CBT don't think this applies to foreign drivers though.

I hope you meant CBT trained, or are you hinting at something else?
Just so happens I am CRB checked as well. I have to be as I do a lot of work in schools, prisons, and hospitals.
