This emergency help idea is great and shows the positive spirit of the club, But I am sorry to say all the time is remains a electronic document it will be of limited use to most members. It needs to be a hard copy thats carried and it also needs to have a set format covering the country regionaly, we have enough members to achieve this.

I belong to another club that has a help/members 'booklet' like terry mentioned, Its a double sided laminated A5 sheet or a plain paper leaflet containing the sort of info we have all suggested, Its updated once or twice a year and available to members who are willing to pay the small cost of covering printing and posting. We use a very simple device only known to members to keep the phone numbers private in case the card is lost or stolen.

It would only cost a quid or two to whoever wanted it and we could add a sponsors details aswell such as a parts supplier or similar this could bring the cost down further. It could also raise a small donation to the club as a whole.

I would be more than happy to collate, print out (laserjet/waterproof) and laminate if wanted and post them if there was a call for it. This is what I have done for the other club I mentioned. We use the if you are in it you get one policy but that would have to be a club decision. There would be no need to link your details to a forum ID if thats what a member wanted.
