Does it need to be that long so the carb can clear the frame?

I don't know that but every thing fits well, the air filter is cleared so it can work properly.

Hi Mart
I had a white Nylon boot made up on a lathe works well. No need for rubbers it just slots on tight to the head and carb outlet

I cannot see why a good machined aluminium one will not do the same job
